How to read your result

The headline adds every charge we could confirm at its official source. The table shows each one separately: municipal DCCs for roads, drainage, sewer and parks, the CRD water charges, the school site acquisition charge and, in Victoria, the amenity cost charge. Some charges are per unit and some are per lot, so a duplex can pay a per-lot sewer charge once and a per-unit roads charge twice.

Rows marked "not confirmed - ask the municipality" are charges that may apply but that we could not verify. They are left out of the total on purpose. Expect your real bill to be higher if any of them apply.

Your permit date matters. The City of Victoria has waived its own permit fees until 29 January 2027, and a new CRD Regional Water Supply DCC applies from 2 April 2027. Choose the date you expect to apply and the tool adds or removes those lines.

The building permit fee needs a construction value. Use your builder's contract price; Langford and Colwood may use their own valuation if it is higher. For the full project budget, try the build cost estimator. Fees change, so confirm with the municipality before you rely on these numbers.

How we calculate this

  • Langford: DCC Summary Sheet (last update 2025-05-14). Triplex/fourplex uses the townhouse rate because the sheet has no SSMUH category.
  • Colwood: DCC sheet (updated June 2025).
  • Saanich: DCC Bylaw 9553 Table 6.0 via amendment 9987 (2024-04-29), district-wide rates only.
  • Victoria: DCCs from the fee guide (August 2026) and amenity cost charges from Bylaw 25-048. We assumed the DCC density categories match the ACC bylaw (duplex = low, ground-oriented 3+ = medium).
  • CRD Juan de Fuca water DCC for View Royal and Sooke: CRD Bylaw 2758. CRD Regional Water Supply DCC: CRD.
  • School site acquisition charge (SD62, Langford/Colwood/Sooke): Colwood DCC sheet; the rate depends on units per hectare, so we show the band.
  • Permit fees: Langford Bylaw 1160, Colwood Bylaw 977, Saanich fee sheet (both readings of the $10 rate shown), Victoria 1.4% plus $100 with the fee holiday.

Frequently asked questions

What are development cost charges?

DCCs are one-time charges a municipality or regional district levies on new homes to pay for roads, sewer, water, drainage and parks that growth needs. They are set by bylaw and usually paid at building permit or subdivision.

How much are DCCs in Langford?

For a single-family home on a lot over 300 m2, Langford's sheet (updated May 2025) adds up to about $15,000 to $15,200 including the CRD water charge and the school site charge, depending on storm area and sewer rate. Townhouse and multiplex units pay less per unit.

Is there a new CRD charge coming?

Yes. The CRD Regional Water Supply DCC (Bylaw 4658) takes effect on 2027-04-02: $9,044 per single-family or two-unit lot, $7,914 per triplex, fourplex or townhouse unit and $5,087 per apartment, with one-year in-stream protection.

Does a garden suite pay DCCs?

It depends on the municipality. Saanich deems a garden suite not to be a separate dwelling unit for single-family DCCs. Victoria charges its medium-density amenity cost charge on garden suites. Colwood lists detached suites under medium density. Ask your municipality.

Why do some charges say "not confirmed"?

We only show charges we have read at the official source. Where we could not confirm a rate, such as local DCCs in Oak Bay or Esquimalt, the tool says so instead of guessing.
