How to read your estimate
The headline range adds up every line we could price from a published source. The biggest line is construction, based on what Victoria builders publish per square foot for basic, mid-range and luxury custom homes. Where a home lands inside that range depends on design complexity, the envelope and mechanical systems, and how many custom finishes you choose.
Site preparation has the widest range because lots differ so much. A flat, open lot in Langford can need little more than clearing and trenching, while a sloped or rocky lot on Bear Mountain can need blasting, retaining walls and extra engineering.
Development cost charges are fixed by bylaw, so they are the most precise lines. They change by municipality and by when you apply. The City of Victoria fee holiday and the new CRD Regional Water Supply DCC both depend on your permit date, so set that field honestly.
Lines marked "not priced" are real costs we could not confirm from a published source: the 2-5-10 warranty premium, servicing connections and the extra cost of Step Code and zero-carbon requirements. Ask for a quote to fill those in. Land, GST, design fees and financing are never included.

How much does it cost to build a house in Victoria, BC in 2026?
Victoria builder Stillwater Custom Homes reports $350-$450+ per sq ft for basic custom homes, $450-$700+ for mid-range and $600-$900+ for luxury. A 2,500 sq ft mid-range home is roughly $1.1M-$1.75M in construction alone, before land, GST, fees and site work.
Are development cost charges included in the builder price per square foot?
No. DCCs, amenity charges, school site charges and permit fees are charged by the municipality, the CRD and the school district on top of construction. This calculator adds them as separate lines.
Is the City of Victoria really waiving permit fees?
Yes. The City says its permit fee holiday runs from 29 January 2026 to 29 January 2027 under the Development Fee Waiver Bylaw. Development cost charges are not listed in the waiver, so budget for them.
What is the new CRD water charge in 2027?
The CRD Board adopted a Regional Water Supply DCC (Bylaw 4658) on 9 September 2026. From 2 April 2027 it adds $9,044 per lot for a single-family home, with one-year in-stream protection for applications already in progress.
Does a suite change the cost?
A legal secondary suite needs a second kitchen, fire separation and interconnected smoke and CO alarms, which costs more than the same space as an open basement. Builders do not publish a separate suite figure, so ask for a quote.
