How to read your result

The headline is the most units the SSMUH zoning likely permits on your lot. It comes from three things: your municipality's adopted bylaw, your lot area, and whether any part of the lot is within 400 m of a prescribed frequent-transit stop. If you are not sure about transit, the tool shows both numbers.

The count is a ceiling, not an approval. Your design still has to meet setbacks, height, lot coverage and tree rules, and many municipalities require a development permit for form and character. Saanich, for example, asks for one once a project reaches 5 or more units.

Some lots fall outside SSMUH entirely: lots not on municipal water and sewer, very large lots, hazard lands and zones that already allow multi-family. Victoria also excludes lots under 230 m2. In Colwood the bylaw is still not adopted, so the result is labelled as a proposal.

Frequently asked questions

How many units can I build on my lot in BC?

Under the provincial small-scale multi-unit housing (SSMUH) rules, most single-family and duplex lots inside urban areas allow at least 3 units on lots of 280 m2 or less and 4 units on larger lots. Lots of 281 m2 or more within 400 m of a prescribed frequent-transit stop allow 6. Each municipality writes its own bylaw, so check yours.

What counts as frequent transit for the 6-unit rule?

The Province defines it as a bus stopping at least every 15 minutes on average from 7 a.m. to 7 p.m. on weekdays, and 10 a.m. to 6 p.m. on weekends. Esquimalt and Sooke say the 6-unit tier does not apply anywhere in their boundaries.

Has Colwood adopted the multiplex rules?

Not as of our last check. On 8 June 2026 Colwood Council referred its SSMUH bylaw (Bylaw 2091) back to staff for more review. The tool shows Colwood's proposed counts and flags them as not yet law.

Do I need parking for a fourplex?

Near a prescribed transit stop, municipalities cannot require off-street parking for SSMUH. Elsewhere it depends on the bylaw: Langford and Saanich ask for one space per unit outside their transit areas.

Does the unit count mean my project will be approved?

No. It is the maximum the zoning likely allows. Setbacks, height, lot coverage, trees, covenants, development permit areas and servicing can all reduce what fits. Confirm with the municipality before you buy or design.
