The cost to build a duplex in Langford depends far more on design and finish than on the word "duplex". Can you build a duplex on your Langford lot?

Very likely. Langford's small-scale multi-unit housing amendment (Bylaw 2183 to Zoning Bylaw 300) allows up to 3 units on lots of 280 m2 or less, up to 4 units on lots of 281 to 4,047 m2, and up to 6 within 400 m of a prescribed transit stop. A duplex sits well inside that. What still applies, in the city's own words: "Developers will still be required to pay Development Cost Charges for each unit and obtain required Development Permits and Building Permits." Parking is one space per unit beyond 400 m of a prescribed transit stop and none required within it. Langford Step Code: why the permit date matters for a duplex

Langford's Building Bylaw 1160 requires Zero Carbon Step Code EL-2 for building permit applications from July 1, 2026 and EL-4 from December 1, 2026. EL-4 means effectively all-electric space and water heating. If your duplex application goes in after December 1, design both units around heat pumps and electric hot water from the start, and size the electrical service for two all-electric homes. Strata or not: how ownership changes cost

If you plan to keep both units as rentals, a duplex can stay on one title. If you want to sell one half, you either subdivide (where the lot and zoning allow) or create a strata plan, and both add surveyor, legal and municipal steps to the budget. Ask a BC land surveyor and a real estate lawyer before you finalize the design, because the choice can change wall, servicing and metering details.

For rental planning, CMHC's October 2025 survey puts average purpose-built rents in Zone 7 (Langford, View Royal, Colwood, Sooke) at $2,378 for a 2-bedroom and $3,181 for 3 bedrooms or more. New duplex units are not the same product as purpose-built apartments, so treat these as a floor, not a forecast.

Home warranty for a 2-unit build

Each new unit built by a Licensed Residential Builder must be enrolled in 2-5-10 home warranty insurance before the building permit is issued. The coverage limit depends on how the home is held: for a detached home it is the lesser of the purchase price or $200,000, and for a strata unit the lesser of the purchase price or $100,000, with separate limits on common property. BC Housing also lists a $750 per-unit reconstruction fee for new units in multi-unit buildings in the coastal climate zone, which includes the CRD. Owner-builders: BC Housing does not issue Owner Builder Authorizations for units in or attached to new multi-unit residential buildings, so a new duplex needs a Licensed Residential Builder. Is a duplex worth it in Langford?

Demand is moving that way. The Victoria Residential Builders Association reports Greater Victoria duplex and row starts rose 26% in 2025, from 476 to 599, while single-family starts went from 298 to 309.
